SHIFTED OVERPRINT ENVELOPE. with 5c CUPA error. This is one of the items stolen by Rathbone, Neely and Millikan in the US's worst scandal. They stole all the lower corner sheets of the 5c issue with the CUPA error and added them to any postal stationary errors they found. They then mailed them to an accomplice, D.P.Brown, to create rare philatelic items.
