OFFICIAL BUSINESS postal envelope from Office of Director of Posts for Cuba. Mailed Jan 7, 1899 just a few days after taking office, the handwriting is by Estes Rathbone, the first Director of Posts. The original letter now missing, recruiting a clerk for the Post Office, was written on board the ship to Cuba and mailed upon arrival.

Edifil: 44hdx SHIFTED OVERPRINT ENVELOPE. with 5c CUPA error. This is one of the items stolen by Rathbone, Neely and Millikan in the US's worst scandal. They stole all the lower corner sheets of the 5c issue with the CUPA error and added them to any postal stationary errors they found. They then mailed them to an accomplice, D.P.Brown, to create rare philatelic items.
